			<content:encoded><![CDATA[<p align="center"><strong>HASLAM UNVEILS LEGISLATIVE AGENDA TO MOVE TENNESSEE FORWARD<br /></strong><em>Bills highlight governor’s focus on jobs, education, efficient government and lower taxes</em></p>

<p>NASHVILLE – Tennessee Gov. Bill Haslam today announced his priorities for the 2012 legislative session during a press conference where he was joined by legislators in the Old Supreme Court Chamber of the Capitol. </p>
<p>His legislative agenda is designed to move Tennessee forward by supporting his goal to make Tennessee the No. 1 location in the Southeast for high quality jobs through economic development efforts, meaningful education reform, a more efficient and effective state government and improved public safety.  </p>
<p>“The legislative leadership of the General Assembly is committed to a productive and efficient session, and I’m proud to support their efforts by introducing our legislation today, the first day of session, and presenting them with a budget in the next several weeks,” Haslam said during the press conference.  “These bills reflect my priorities in moving Tennessee forward by focusing on issues that make a difference through performance, accountability and efficiency in state government.”</p>
<p>The governor’s legislation:</p>
<ul>
<li>Strengthens the Department of Economic and Community Development’s FastTrack program by budgeting more for the grants and giving the department more flexibility in utilizing them to attract and grow Tennessee jobs.</li>
</ul>
<p> </p>
<ul>
<li>Gives local school districts more options in how they approach classroom instruction and teacher compensation by:</li>
</ul>
<p>o   Maintaining maximum class size requirements but eliminating average class size mandates for each school, and</p>
<ul>
<li>Eliminating the outdated requirement of state and local salary schedules based strictly on seniority and training, which will give districts flexibility to make decisions such as how to address hard to staff schools or subjects along with rewarding teacher performance.</li>
<li>Outlines Tennessee specific goals for measuring progress to replace the federal measurements as part of the state’s No Child Left Behind waiver request and better defines the scope and focus of the Achievement School District in supporting Tennessee’s lowest performing schools.</li>
<li>Restructures 22 state boards and commissions to eliminate duplicative functions and provide more accountability and oversight of the agencies, which is a first step of an ongoing comprehensive review process.</li>
<li>Updates and reforms the state’s antiquated employment system through the TEAM Act (Tennessee Excellence Accountability and Management) by simplifying the hiring process, providing flexibility to retain and reward outstanding employees and streamlining the appeals process for employees.</li>
<li>Takes a first step in reaching the governor’s goal to raise the state inheritance tax exemption from $1 million to $5 million by increasing it to $1.25 million to lower the tax burden on family farmers and family business owners as these businesses span generations.</li>
<li>Lowers the state portion of the sales tax on food from 5.5 percent to 5.3 percent with the goal of lowering it to 5.0 percent in three years.</li>
</ul>
<p>Also filed today as part of the governor’s legislative package are a series of bills that were announced last week to address public safety issues including prescription drug abuse, tougher sentencing for certain types of gang-related crimes, tougher sentencing for gun possession by those with prior violent felony convictions and mandatory jail time for repeat domestic violence offenders.  This legislation is part of a comprehensive, multi-year public safety action plan by the Governor’s Public Safety Subcabinet Working Group, which is made up of representatives from 11 state departments and agencies.  The plan is a result of months of meetings with more than 300 public safety professionals and stakeholders across the state. </p>
<p>“This legislative agenda is made up of a strategic group of bills aimed at impacting key issues that are crucial to tackle now,” Haslam continued.  “I look forward to working with the Legislature on these important initiatives.”</p>

<p>Ohhhh, I know &#8211; only 8 days until the 2012 legislative session is convened! My stress and adrenaline levels are beginning the slow climb to the reality of the next five months!!! (Or four &#8211; we can always hope.)</p>

			<content:encoded><![CDATA[<p>The Lady Vols head coach was chosen as Sports Illustrated sportswoman of the year.  She shares the honor with legendary Duke head coach, Mike Krzyzewski.  WBIR-TV in Knoxville reports that in addition to being selected for having such a high amount of career victories (1,075), Sports Illustrated also chose Summit because, &#8220;of the way she is handling the announcement of her diagnosis and fight with early onset dementia, Alzheimer&#8217;s type.  In a way that didn&#8217;t surprise any of her fans, Summitt has not only vowed to coach through her illness, but is leading the fight for a cure.&#8221;</p>

			<content:encoded><![CDATA[<p>Fair warning &#8211; I&#8217;m feeling oddly sentimental right about now. That&#8217;s probably in large part because my son is headed home from college today, and I haven&#8217;t seen his messy, blonde head since Sept. 7. But other things have also been on my mind. I&#8217;ve been feeling super lucky lately in terms of my friends, work, and family.</p>
<p>In September, after the blonde, former little boy went off to college, I vacationed with a good friend and stayed with another in Paris. It was a dream vacation, and I had time to play, talk about personal things, see incredible art, and think. I&#8217;ve also had many opportunities here in Nashville this fall to spend time with friends, both old and new. I&#8217;ve been reminded time and time again that my friends are incredible people, who contribute to society and who (no small task) keep me sane and functional. They are really wonderful people.</p>
<p>I also work with some incredible people &#8211; of course, they also count as friends. I probably don&#8217;t tell them often enough how much I admire their professionalism and their commitment to doing a good job (actually, an amazingly great job) for our clients. They are also committed, as I am, to making sure that we contribute to the rational discussion and development of good public policy here in Tennessee. I feel really, really good about what we do, who we represent (lots of friends in that realm too), and who I work with in the process all along the way &#8211; legislators, staff, other lobbyists, and state officials.</p>
<p>Back to family&#8230;.I have two wonderful children, an adorable son-in-law (he hates it when I say &#8220;adorable&#8221;), a brother and sister that I love dearly, and nieces, nephews, and assorted others who have all made my life rich is so many ways.</p>
<p>Well enough mushy stuff &#8211; to everyone, thank you, thank you, thank you. And Happy Thanksgiving!</p>

			<content:encoded><![CDATA[<p>Maryville Rep. Bob Ramsey was named as Chair of the House State and Local Government Committee last week by Speaker Beth Harwell. The office had been vacant since Rep. Curry Todd resigned it, and Rep. Ramsey was formerly the Vice-Chair of the committee. </p>
<p>Ramsey, now serving his second term in the House, is an amiable soul, as well as articulate and thoughtful. He is a dentist who practices currently for the Blount County Health Department. He has served on the Blount County Commission and as acting County Mayor, experiences that make him well-suited for the wide range of local government issues that come through the committee. </p>
<p>Rep. Ramsey also serves on the House Health and Human Resources Committee, the House Ethics Committee, and Calendar and Rules. His legislative staffer is Angela Brown. He and his wife Margaret have two adult daughters and one grand-daughter. Ramsey loves to hike the mountains and trails of East Tennessee.</p>
<p>Speaker Harwell named Rep. Ryan Haynes, of Knoxville, as the new Vice-Chair of the committee. Haynes is also in his second term and has local government experience. His staff person at the legislature is Janice Bryson, and his other committee assignments are Commerce and Calendar and Rules.</p>
